Because Campbell's a RFA, all they have to do is offer him a tender, which will trigger 1st round compensation from any team that tries to sign him.
Personally, I don't think he's good enough to warrant that level of compensation. Don't think I'd offer a 2nd either, maybe not a 3rd.
His stats are pretty good, but I wasn't too impressed when I watched him this year. Not sure he's the type of quick, efficient decision-maker Holmgren wants as his QB.
