If Seattle releases him then they must settle up with him on all his guaranteed money. Thus he is a FA and without a contract.
Then again why would a veteran FA want to come to a rebuilding team to be a backup WR.
Personally, I don't think the Browns are looking for another WR. There will be plenty of guys that they can sign to the practice squad including Mitchell.
