College Draft and Youth Development

NFL recruit players from college football, other clubs and oversea sport stars.

In football we buy or sell players from other clubs worldwide and develop our own players by teachng young men to play football in various scheme. (Soccer not gridiron)

Is there any rules preventing NFL club setting up youth development to develop their own players rather rely on drafting via college football. It seem to me it will be a better option for long term.
