NFL OFFSEASON CALENDAR

Feb. 20: First day to designate franchise/transition players.
Feb. 22-28: Scouting Combine.
March 5: Clubs must have designated franchise/transition players by 4 p.m. E).
March 13: All 2011 player contracts expire at 4 p.m. ET.
March 13: Free agency begins at 4 p.m. ET.
March 13: Trading period begins at 4 p.m. ET.
March 26-28: Annual Meeting, Palm Beach, Fla.
April 1: Teams with new head coaches can begin offseason workout program.
April 16: Teams with returning head coaches can begin offseason workout program.
April 26-28: NFL Draft.
May 21-23: Spring Meeting, TBD.

Free Agency start on 13th March. That explain lack of activities in transfer/trade market in general.
If someone like Mario Williams is available as his contract ran out can Cleveland sign him before the start date. Just asking.

When did Williams' contract run out? Is there a chance it's still active through March 13th @ 4 PM?

You cannot make any contact with OTHER teams free agents, until Mach 13... That allows the current team the first option and time to re-sign their own guys before they hit the open market. March 13th.. it's on like Donkey Kong.
