First I think every one needs to keep in mind that under the CBA and the personal conduct code policy criminal charges do not matter. The short of it is that "

So anything deemed conduct detrimental to the integrity of and public confidence in the NFL can have penalties.
Robert Kraft was actually arrested and charged with soliciting prostitution. While he pled not guilty at an arraignment he also pretty much admitted to the charges when he issued an apology. The criminal charges were dropped because the video surveillance was found to be obtained improperly, and thus could not be used as evidence in the criminal case. Which killed the prosecution of Kraft and others who were arrested and charged.

In short if the NFL is trying to take a moral high ground, they do it very selectively, and seem to only apply it to players. While the conduct policy very clearly states it applies to everyone in the NFL, and it other areas states the owners and team personnel are to be held to a higher standard than the players.
