Has he? The Browns have been more competitive, future is looking bright, stadium got renovated, revamped the Berea offices and training facility, found his way to jerseys everyone loves, got a bunch of nationally recognised players, and the overall Browns brand is better than it was in the years prior.
On top of that, he's been very active with the team (Unlike the absentee Lerner), very active with fundraising in the community and shown a clear desire to learn from his mistakes.
It hasn't been perfect, plenty of missteps, but I don't get the Haslam hate. He didn't move the Browns, change the Browns for the worse, put a dome on the stadium, didn't try to modernise the franchise. All the shit people hated or were fearful of.
The hate Haslam gets is nuts. He's doing an excellent job.
