My bet is if they replace that spot with another WR it will be Darden or Proche, as both are options as a returner.

Well if he clears waivers and ends up the practice squad that would mean woods and him are seen the same by the other 31 teams.

Giants and Oak aren't going to pick him up that far ahead just to pick his brain.

So now you're saying Bell isn't good enough to stick around ahead of Darden?!! Proche yeah I can see him as a quality PR. Darden?!! Really?!!

Your WR Bell was cut. Not Woods. It's settled.

You can try to spin it in some sort of way, but Bell was cut. Woods was never cut.

Woods was cut. Then signed to practice squad. 53 and practice squad not the same. Doing something with a guy on practice squad doesn't free up a spot on the 53 for a WR on the practice squad to move to the 53 (not Woods)

Woods is on the team. Bell is not. Bell is not very good. Bell was cut. Bell is gone. He has not been claimed by any teams because he is not very good. Woods is on this team. He was chosen to be protected. Bell was not. He was chosen to be exposed by this team and now they know he can be cut without any consequences to this team. If they want him back they can sign him. They have not signed him. Because he is not that good and the league verified he is not that good. Woods has more value that Bell to this team.

Woods and Bell were both on the team. Going to 53 cut down woods was was cut, Bell was not. 31 teams after cut downs passed on Woods, he cleared waivers and CLE signed him to the practice squad. Bell was protected, Woods was not

Now CLE needed to use one of their 53 roster spots for a guy who can work as a returner and WR. Late in the week they cut Bell, he cleared waivers (so yes 31 teams passed him over similar to Woods), and CLE signed him to the practice squad.
 
The Browns determined they needed some one with punt and k/o return talent.
The revised k/o rules might have been a factor in their thinking.
So when it was time to reach a final 53, they had some indecision about two players at the bottom at the receiver depth chart.
Whether it's Bell or Woods on the 53 it makes very little difference.
They would usually only be targeted 2-3 times per game. If they're even active and actually on the field.
Return talent for punts is prolly why Woods made it to the 53.
By the way, Kadarius Toney obviously didn't make much of an impression.
Fragility and too many brain farts while in KC.

Woods didn't make it to the 53 at all. Even after this move with Bell.
 
Come Monday won't be surprised to see Bell signed to the 53 man and someone else shuffled from the active to the practice squad. I expect to see little shuffles like this with various guys for the next 3-6 weeks. My guess is if Wills is good for full practice it will be an OL guy moved.
