I've seen 8-9 players on this list play.
Don't look at Peterson's stats... you'll be scratching your head as to how he could be a 1st round pick. But kid has good talent and our organization is great at sharpening the skills of guys like this and getting the most out of them.

If drafting these guys is affected by how easily we can sign them we're screwed because the Dolan's are the way they are.
CHEAP.
So, we'll pass on a more talented player if we have a better chance to sign a lesser talent who is cheaper.

How easily they can be signed is considered by every team in the MLB in every round.

How easily they can be signed is also determined by the owners willingness to spend money.
An open checkbook, like say for the Dodgers GM, allows their team to spend more on prospects. It's why they say the big market teams like the Yankees, Dodgers, Giants and others have a good farm system. They can afford to do it and use those young AAA players to sell to the Tribe for Cy Young pitchers that the Tribe/Dolans refuse to sign.
