The Spark Notes version - Haslam is outspending all the other owners by a lot. He isn't the richest, that's Denver, but he is in the top-10, or maybe the top half, BUT, he's #1 in what he's willing to do financially.

The Haslam naysayers will say he has been way over involved at times (btw, no way would I buy a team and then never be involved. I've never faulted him for that), say he drafted Manziel and Baker, say he didn't know what he was doing when he bought the team (name me a new owner who does), etc etc.
But, these points are undebatable:
1) He's outspending every owner by a lot. The NFLPA, players and agents love it. Other teams do not.
2) He's good for Cleveland. Wants to keep the stadium on the lakefront and develop it.
3) He's good for Ohio. The Columbus Crew for example.
Now, you can say "but he's going to want the tax payers to blah blah blah". Well, every single owner does this in the NFL. It's financially irresponsible not to. The owner who is willing to overpay for the team, and also, spend billions on a new stadium is a pipedream. He doesn't exist.
So, I'm TeamJimmy.
Beats cheap Art, who moved the team, and the uninterested Lerner fam.
The cheapest and poorest team is the Bengals, but they have Joe.
The Ravens are pissed about Watson's money, but savvy, and will likely figure out Lamar.
The Steelers have Tomlin, that's legit. Otherwise, they've been blessed with Bradshaw then Big Ben. Just like the Packers were with Favre then Rodgers and the Pats were with Brady. It wasn't their owners, it was the QB. The Steelers will only be relevant because of Mike Tomlin.
So now, we have the QB, a recent HC of the year (f-you Travis Kelce), a super bowl DC and an expensive roster.
It's all on Watson and Stefanski tbh. There are no more excuses.
I've always wanted to be in cap hell and on top of the division. I'll take spending the most and on top instead, because AB and the FO knows what they're doing with the calculated overspending. We aren't in cap hell, and Haslam can now just pay up, and let'em work.
